Charles K. Tolleson, Ph.D.
President and General Manager
Dr. Charles Tolleson is the current President and General Manager of Global Linguist Solutions. Prior to assuming this role, he served as the Senior Director of the GLS Infrastructure Support Division, comprising Human Resources, Information Technology and Corporate Security worldwide. He holds a doctorate degree in Organizational Management and is a career military officer with nearly 10 years of experience in executive contracting in the Departments of Defense and Energy, specializing in quality, strategy, process, system and management assessments.
His quality management success spans the US, Iraq and Kuwait, and includes his effort to lead the first government contractor to the prestigious Malcolm Baldrige National Quality Award. He holds certification as a Project Management Professional (PMP), an RAB certified ISO 9001 Auditor, Six Sigma Black Belt, and ASQ Quality Manager/Organizational Effectiveness and Improvement professional.
He is a national speaker on quality topics holding membership in the American Society for Quality (ASQ), Academy of Management (AOM), Society for the Advancement of Management (SAM), Association of Proposal Management Professionals (APMP), Project Management Institute (PMI), the Association of the United States Army (AUSA) and the Naval War College Alumni Association.
Roberta Comer
Senior Director, Contracts and Procurement
Ms. Roberta "Robbie" Comer is the Senior Director of Contracts and Procurement for GLS. In her capacity, she oversees the Contracts, Procurement and Subcontractor Management activities of the company.
Ms. Comer has over 25 years of experience in contract/subcontract management, across numerous agencies of the federal government, including DOD, DHS, FAA, and NASA. Prior to working for GLS, Roberta spent 15 years at ITT Corporation, where she most recently served as the Director of Contracts for the Information Systems Division. During her tenure, Ms Comer twice received the prestigious ITT Ring of Quality Award for her contributions to the organization. She also brings a depth of experience in contract proposal work. Prior to pursuing her career in the contracts/procurement field, Robbie was a research chemist and a program manager, supporting NIH and EPA.
Robbie holds an MBA from Virginia Tech and a Bachelors Degree in Chemistry from Wells College. She is an active member of the National Contract Management Association (NCMA).
Matthew Migely
Director, CONUS Portfolio
Matthew Migely is the Project Manager of the CONUS Portfolio for Global Linguist Solutions. He joined GLS in July of 2008.
Matthew served six years in the Army as an Infantry and Intelligence Officer. After leaving the Army, he has managed numerous Department of Defense Intelligence related programs with Anteon Corporation (now General Dynamics IT), Science Applications International Corporation (SAIC) and McNeil Technologies (now AECOM NSP).
Matthew holds a Bachelor of Arts in History from the University of Illinois in Chicago.
Steven Kirtley
Chief Information Officer
Steven Kirtley is the Chief Information Officer for GLS and overseas all information technology for the company. He is a retired Marine and has worked as an Information Systems Consultant and Information Technology Executive in support of a number of government contracts.
After returning to the U.S. in 1991 from his tour of duty, he served in various command and staff assignments before he was assigned to the Marine Corps Staff in the Pentagon and was selected to serve on the Armed Forces Inaugural Committee in 1996. Later selected to attend Naval Post Graduate School, Monterey, CA, he received a Masters of Science in Information Technology Management. Steve also has a degree in Telecommunications from the University of Florida. He is currently an Information Technology PhD Candidate at Capella University.
Steve has received numerous awards for his time served in the Marine Corps, including the Prisoner of War Medal and Combat Action Ribbon.
